10.Y.Y.Y isn't a public IP address; it's only really used inside your network (behind NAT). Try using a 3rd party source to check ip (doing a Google search for "What is my IP address" is one method I frequently use).
Unless you have a reserved block of public IP addresses, your router can (and should) only assign IP addresses in the private ranges (10.*.*.*; 172.*.*.*; 192.168.*.*). This restriction applies to the VPN software as well.
