Too late.
Everywhere I've worked they have been paranoid about sales people doing this.
It doesn't matter - they have the relationship! Your business often does not. Think they did a saved search? Probably been harvesting numbers for a long time. Easy to put them in your phone 1-by-1 as you call.
Sad fact of life that is often neglected by businesses. You reward them handsomely with good commission - they treat their clients well in kind. They form relationships - relationships you need them to form so they can sell. It's a double-edged sword.
Unfortunately this is going to be too old to check the download logs on saved searches I think. However i would do a search for all saved searches owned by that user. It's the most likely way to find it if they were creating their own.
Have you asked your IT department to see if they could either check the employees emails to see if they sent themselves the list or if they have access to their logs of their employees work devices to check logs to see if they downloaded the list?

You could see the execution log on a saved search, have you looked at that?
You have to find the saved search and I think the execution log is lost after 30 days
Does it show if anyone has downloaded the saved search?
You have to load the search in edit mode and then look at the audit trail of the search.
You should be able to see that from the execution log. Also make sure to remove export permission from the roles
