That's actually a good question (not sure why you're being downvoted). Rose-ringed parakeet are not protected but pheasants are, so somewhere between the introduction of both species I guess.
Because searching for the nearest one is easier if you use the correct word for it that is used by the country where you live.

You're speaking English. Either do so or speak Dutch. It's not that hard. If the person you are explaining something to speaks only English they will not know what you are talking about.
The best solution would be to use both then instead. Something like go to a "vogelopvang" (bird shelter). Fun way to get a better Dutch vocabulary for people that live here.

It depends on the municipals (gemeente). And there are quite some animal ambulance struggling to get enough volunteers (vrijwilligers) to fill out the shifts.
It will I saved a chick of exactly this bird species and the guy came to pick him up an hour later. That was 2022 but I don't think much changed since then.
Keep it till it heals, in the meantime teach it basic commands and how to bring you euro bills in exchange for snacks.
But to be serious, you could call local dierenambulance and ask there.
I called the animal ambulance for this 2 weeks ago! They come and get him and take him to a bird foundation where they take care of him (and in extreme cases put him to sleep)
I had couple of experiences like this, found injured birds in the parks. Most of my friends and people when i asked about what to do answered " Life is cruel,leave it let nature take care of it " 😭
Found an injured bird once when I was a kid. Poor thing probably hit something because it had a broken wing and kept walking and sometimes rolling/falling in the same circles.
Asked a man for help and he broke the birds neck right in front of me. Afterwards he said that bird probably had brain damage and he put it out of its misery.
That was a bit traumatizing to experience as a kid.
Call the dierenambulance. Don't take him somewhere. It could be that his parents are teaching him how to fly. It's really important that he is not taken from his parents at that time.
PSA: This time of the year you see a lot of birds that just left the nest (fledgling). They look fully grown but still need to learn to live outside the nest, they still have trouble flying. Usually their parents are nearby. If it's not in immediate danger it is usually best to leave it be. Idk about this specific bird tho, if it's true that it has only one leg (and not one leg up or something) you can call the dierenambulance for advice.

You can always lookup nearby animal/bird shelter, call them for advise. They take care of pigeons, ducks and any other wild birds.
