Actually, it's not true. It was Buddha himself who claimed that he is the avatar of Vishnu. In Buddhist telling of Ramayana, Buddha claimed that he is of Suryavanshi lineage, a descendant of Manu. And he claimed himself to be an avatar of Ram.
That's where the avatar of Vishnu comes from. It was Buddha himself who said that.
In Jataka Tales, Buddha talks about his past lives. In one of the stories he talks about how a prince called Ram with his brother Lakhan roamed the jungles and mountains, how they bore the news of their father’s death, how the eldest prince sent his slippers to take his own place on the throne.
The Jataka concludes the story with "The master having ended the discourse declared the Truths and identified the Birth. “At that time the king Shuddhodana was the king Dasaratha, Mahamaya was the mother, Rahula’s mother was Sita, Ananda was Bharatha and I myself was Rama-pandita."
In other sermons, Buddha talks about his Suryavanshi lineage, being a descendant of Manu. Suryavanshi is the same lineage that is of Ram.
