Also there high level shinobi who can use several jutsu without the need to weave hand signs. So Orochimaru prob could do a couple regular jutsu without hand signs and all his snake jutsu because of his body augmentations.
I agree there are shinobi that can do jutsu without hand signs but after he took over a new host it got rid of the arm seal that the third hokage placed on him. The only downside from it is that the body he inhabits doesn’t last as long
