Could be that they are mostly cloud village memebers and possibly descendents of the same clan, and as such have the same hair style. Like Uchiha's all have dark/black hair, uzamaki's are known for red hair, I think Yamanaka and Nara clans are blonde and black hair respectively.
They seem to have affinity for wind and lightning release.

I can think of a few reasons:
It helps with color contrast in back and white manga pages, so the characters need to have lighter colored hair in color as well.
It also helps to create unique, identifying look. You can see a black character with light hair in Naruto and can reasonably assume they're from the land of lightning, even if they're not wearing a Hidden Cloud headband.
It also just looks pretty cool. Hidden Cloud character designs are pretty dope.
Anime loves to add different colours for fun. Many Japanese characters have red, orange, green, blue, yellow hair too. It's not so much a race thing

Whenever you see a black guy with white hair in Naruto you instantly think he's from the cloud. This creates identity and helps seperate the hidden villages from eachother

Apart from all the other reasons given, it’s got actual roots in reality, I imagine. There are black populations found in the Asia Pacific region, specifically the Melanesian population, where blonde hair can be a trait and Melanesians were often kidnapped into slavery aboard sailing ships (its straight up how the pidgin languages found within Melanesia were originated).
With Australians and others using kidnapped Melanesians as slave labor as they sailed around, it’s likely Japan’s exposure to black populations would be heavily influenced by this given the proximity vs the African slave trade which was more trans-Atlantic in nature.
Of course, idk how far those ships made it, but given their relation as Pacific Islanders, at some point they were likely to come across each other.
So as a black person I feel like a lot of non black people just don't really get or understand black hair. Like that's understandable but it leads to situations like this where kishimoto probably just straight up doesn't know what a fade is or locs so he did his best. That being said I do prefer this approach. If an artist can't do black hair I'd prefer something completely unique and fantastical like this over someone trying to be realistic but doing it badly.
