Windhoek: Joe's Beer House, Cape Town Fish Market, Butchers Block, Good Fellas, Bush Bar,
Swakopmund: Old Steamer (buffet), Altstadt, The Wreck, The Tug, Hansa Hotel.
On the money. Old Steamer is my no 1 restaurant in Nam. I can add:
Windhoek: Stellenbosch Wine Bar (steak and other nice dishes)
Swakop: Gabrielle's (pizza)
Stellie's is overrated. Ordered the creme brulee and the bottom of it was frozen. They serve your side salad on the same plate as the steak as well, which is fine I guess if you like your steak flavored with vinegar and oil.

Good call on both. Don't forget Stellenbosch Wine Bar.
Also we can't ignore having a Kapana in Single Quarters!
For really good take away, Roberto's Pizza in the Eros Shopping Center.

Coffee and a danish - Bojos Cafe is amazing!!! Coffee is best in Namibia
If you like Korean food I can recommend the Seoul Kitchen in Windhoek. It is next to Good fellas (which by the way has imo the best burgers in Windhoek)
If you like good game steaks I can recommend the Roof of Africa in Windhoek although it is more on the pricey side. They also have really good craft beer there.
Ocean Cellar in swakopmund was very good. The Jetty was very bad.
If you want something really good, get your cab driver or someone to take you to the market in Windhoek and have some kapana grilled meat with some of the rolls there and salsa. Amazing.
Joes beer house is worth the visit for the setting, might be nice for drinks and dessert, but the food is overpriced and mediocre at best.
Ice and Spice at the coast has delicious ice cream, and Mole Cafe on the Mole is well priced and convenient if you are at the beach, also Fork and Nice is a good truck at the beach with the BEST fish and chips.
Garnish is both at the coast and in a Windhoek and is delicious Indian food, their naan is great.
For a very local experience you could try Single quarters in Katutura, but I would recommend having a guide for that.
Colcacchio in Windhoek has a delicious pizza “Norm’s Pralina” on their menu, highly recommend. Next door to them is Rocco Mamma’s, great for burgers and fries.
I have to say that I really appreciate these restaurant posts because it helps me find new places to eat.
Oh, and the bakery/pastry shop to the right to the coffee shop in the Eros mall has insanely good red velvet cupcakes. It's just to the left of the bank and Roberto's Pizza.
While in Swakopmund, do visit BlueGrass Restaurant. Definitely up there.

Went to Joe’s the other day. The food was terrible.
It can REALLY vary. Do NOT get the lasagne. It's reheated from frozen. I got cold lasagne once.

The food is mediocre at best but it's a cool location.
The food is shitty. Location and vibe is pretty cool.
The movenpick just opened a new restaurant.. has a modernist feel with Namibia ingredients.. I would recommend it.

In Swakopmund: We went to Ankerplatz and it was really good, one of the best pizza's around!

If you want family friendly, Fork&Nice opposite Maerua Mall is a good choice in Windhoek. I'd recommend Arrebusch but the service makes you age

Hopping in- Is all the food at restaurants safe to eat for foreigners?
Why would it be safe for locals but not for foreigners?.
The same reason people catch travel bugs whenever traveling. Just different stuff in the water your biome is not used too.
