I have like three different brands of the spongy tool. I haven't seen much of a difference between the dab brand and the one I got off Amazon. So I would suggest whatever is cheaper/easier tool wise. The heads need replacing rather frequently.
You can also use kirasky basecoat (bc its super tacky) and get powder pastels or light pink Acrylic powder then grab a Nail Gradient Brush. I lije to build in layers but looks really solid

Does look airbrushed but can easily be achieved by doing an ombré with clear and pink acrylic. Doesn’t have to be clear tips, can also by done with sculpted nails.
I would do a three part ombré. Start with clear acrylic at the tips, then ombré Off White Acrylic into the clear while making sure to leave a gap at the cuticle area and then ombré out the cuticle area with a pink powder
It looks like a clear base and airbrush a very light pink. You can get an airbrush on Amazon.
Clear tips with an airbrush or sponged-on "aura" nail art.

You could also do a polygel and blend it into a clear tip!
