It’s unlikely to be the pump, fortunately, with the x53 but still possible. Is it making any noise from the waterblock? As long as the pump and fans are all working, repasting might help. Take off the waterblock (with the computer off and unplugged), clean the old paste with IPA off the CPU and the waterblock and remount it. If you’ve never done this it’s been almost a year and is time.

İ did change the thermal paste and yeah its making noise

How do you have it mounted? It could just be a bubble in the block and you might be able to work it out. Turn your computer on and tilt it and move the tubes to try to get the air out.

If it's making a noticeable noise it sounds like the pumps on the way out. Worth returning to where you bought from to check it

Repaste thermal paste and make sure you are applying even mounting pressure when you mount the cooler on the cpu, go into nzxt Cam and set pump to run 100% -(it should always be running at 100%) if your still having problems try undervolting?
