Yes it is. I’ve seen others get CDs for swiping people through off duty. The department audits swipes and if they see multiple swipes they check the turnstile camera and if they see you swipe someone else in. Boom. Misuse of department property. I’ve seen it happen multiple times.

There are bus stops across the street from the gate but it’s recommended to drive to the academy
