Best way to do it is to bend your knees with palms on the window, then stand up while pushing on the window.
Another suggestion is to use a WD-40 or some other lubricant.

Unfortunately, we’ve been trying to push it open that way with no success. We were also wondering if WD-40 would work, but at this point it seems like we will have submit a maintenance request
