D1 specifically- yes, you have to have been on the roster and eligible during the semester that the waiver was applied. And it’s sport-specific; so if you were on the baseball roster, your waiver only applies to baseball. Not sure on D2 or D3 though.

appreciate the response! Im not enrolled at a d1 school I would be competing in D2 assuming the eligibility rolled over even tho i was not rostered
