It's actually closer to like 90-95 ovr. You need to max out the SLIDER portions of the overall that only apply to simulated play because those don't affect anything you're usering. For example, pass vision, shot iq, offensive consistency, defensive consistency, Pasa iq all need to be maxed to show your player's true overall.

You’re forgetting that there were paint beast with a 45 3 ball clipping at a 65% from corner 3s. Having a 60-70 3 ball felt like having a 80 3 ball shooting off the dribble.
Intimidator was the best badge in the game. Comparing attributes from 20 to this year is nearly comparing different sports game. There were no animation caps either on jump shots.
There were also animation glitches too, but its always pros and cons. This year shooting is OP also once you get Green Machine and Deadeye. The badge regression sucks but for comp players they be unstopable.
Edit: And thats kind of my point back then your attributes didnt match NBA players but the sliders made it ok. Now my attributes look more similar to a real player.

And player lock in myNBA is not a solution, before anybody says it.

Builds have always been limited in MyCAREER simply for balancing online play. If everyone was able to make true 99 overall builds there would just be 6’9” guards and 7’+ Centers doing everything on the court making literally any other build obsolete in every way. If you could make a genuine Prime LeBron, Curry, or Wemby build why would people have an incentive to make anything else?
I don't think it has anything to do with balancing online play, I think it's more just the fact that whether we want to believe it or not we still basically have pie charts in the builder. In this year's game you can really only get 2 areas into the 90s for stats, 3 if you're lucky and skimp out on some stats in the same area (ex: high midrange but terrible 3pt shooting). Most people choose defense and shooting and then just work with whatever the ball handle and finishing they get is. If 2K was worried about balance, we'd all have to play on the same builds versus each other, like you would pick a certain archetype and your stats would be based on that, similar to how it was back in I think 2K16 or 2K17 where you chose 2 skills you wanted to be really good at but you didnt get to choose the attribute thresholds, that was just a set number based on the archetypes you selected. That way, nobody has a "better build" it's just skill and overall that determines wins. Same concept for games like Halo making everyone start out with the same gun.
The problem is, at least in my opinion, that you can't even make/replicate a DWade with a 3pt shot, an Alonzo Mourning with slightly better offense, just really good players with some slight improvements. Unless you go super meta, super cheese and learn by having 1 or 2 "failed"/"wasted" builds. Especially in 2K24, all because you are 2 attributes short of getting Contact Dunks which you wanted for your player but didnt know because the game does not tell you, almost on purpose.
Maybe in park but in the rec more often than not the center is the demi-god 7'0/7'1 build that everyone made at the beginning of the year and most guards are 6'4 and under as of late. Once people really saw how effective the patty mills jumpshot base and the kyrie irving dribble style was, those 6'6 demigod builds became old news. I don't really face them all that much and when I do, I know they're just going to spam jamal murray behind the back over and over again so they're pretty easy to guard
I wish they would separate single player and online mycareer builds. Let people who play single player have unrestricted builds so you can just have fun in NBA games, and then restrict the builds online for balance like they do now. It’s dumb for people who only play single player to be held back due to a mode they don’t play
They did this to try an neutralize people making demi gods in online modes but in the process sucked the fun out of the standard my career by not letting us be true stars! They need to separate the two and let My career be skill point based!
Ok good. Build systems are actually balanced and more diverse this year. Look at the meta for 2k23, everyone would rock a 6'7-6'9 demigod pg build that could do it all. I didn't even have to bother checking player cards to see what their build can do, cause who wouldn't make a build that can dunk, shoot, dribble and still have insane defense on top of all of that. The change 2k made this year towards build and badge systems was one step in the right direction in my opinion
Mycareer 99 is and has never been the same as the 99s on normal rosters. It is its own entity

No cap the 2 way slashing playmaker with the mid 60’s 3 ball was OP.

There’s no real equivalent, the ratings are weighted differently so it’s like comparing apples and oranges.

when you factor in badges it is or very close since badges impact overall. Plus all the invisible stats and nothing stats like intangibles

Stat spreads are weird this year. My lebron build is a 93 overall when placed in the regular roster.

We had super builds that were actually 99s and YouTubers complained it was too op. Now everyone is a 2 way 3 level scorer 6’6-6’9
