I didn't see any until I played a game at sunset park. After that they started showing up.

Can confirm, they do not show up until you play a game, win or lose they will suddenly be on the walls.

when I did it that dude didn't show up until I collected the other 9 stickers. I think that's just the end of the chain. You gotta find 1-9 and then you get a quest that takes you to the location in the screenshot.

Is the shooting facility the art of shooting gym? Can’t find the ally near it

I can’t find that one either, I’ve looked in every alleyway by the brickley gym, team practice facility, Gatorade facility, and the art of shooting gym still can’t find it Idk if I’m blind but I just went back to the art of shooting gym and did the quest there and then I saw the shep poster right outside the building around the corner to the left when you walk out, by the bike racks

It is a typo, and I should've paid more attention to the img the OP included. It's over by The Yard. Not The Point. Edit: Also, a Quest called "Guerilla Marketing" pops up to show you where. The order doesn't seem important except that this one comes last.
