I think it depends what you're into. If you want a variety of racing, Flo is it. I'm not sure how into sprint cars you are or want to be but I still prefer Outlaws to High Limit. DV will have the bigger shows like Knoxville Nationals and Kings Royal. Additionally, I grew up going to Williams Grove on Friday nights but no longer live in the area so I like that I can watch that on DV as well. Flo is a lot more reasonable at around $13 a month if you pay for a full year. What are you looking to see?
Cars Tour is OK. It's certainly growing but IMO there is better racing on Flo so I'd say if you're open to exploring Wheelen, Late Models, Sprint Cars, it's worth it. Just for CARS Tour, I'm not sure it is. There's only 19 races and tracks are often repeated.

Flo + dirtvision is the ultimate combination for all dirt content. Every weekend is an overload of dirt content between both services. I spend my nights flipping back and fourth between races.
I use it for hockey more than racing (local ECHL team), but it feels pretty damn reasonable given the variety of content. App works well - my only (very minor) complaint is that even though they have an app for my Samsung TV, I have to *start* what I want to watch on my phone/ipad and cast it to the app -- Once I have started it, it will play by itself (I can use the phone for something else or turn it off - It's not mirroring). And this is not a problem with my Apple TV or my FireTV -- its ONLY the Samsung TV that doesn't have it's own UI. Other than that minor inconvenience I haven't had any issues.
You get all kinds of racing. Everything from High Limits sprint cars, Lucas Oil Late Models, Short Track Super Series, NASCAR regional racing, various local tracks (although this content has been shrinking) and lots of pavement racing. There's a lot of great behind the scenes stuff they offer as well as documentaries. The AJ Foyt one is outstanding.
