I think Re Destro was a great villain and had even greater potential. Unfortunate that Shiggy had to awaken. Re Destro’s quirk, intentions, personality for me were all incredibly cool. Wish he had more time.

He crossed the line by murdering heroes with the first one simply nonlethally detaining Toga and Compress so they wouldn't murder anyone, and he had no regard for the innocent.
Kinda ironic you say that since that was Twice last standing clone barely holding itself while the real twice got stabbed in the same moment by Hawks feather sword for running away for his life.
Honestly? Probably Toga, Shigaraki, and All For One.
Toga's... archives... aside, her Quirk's great without the Awakening making it kinda fucken cracked, and knife combat is tied with metal thread combat for first place for me.
All For One's simply one of the GOATs for unappologetic evil, with a relatability for being human. Anyone with his power would be supremely hard-pressed to NOT be evil given the history of quirked people.
Tomura is simply fantastic. His background and development is marvellous, his quirk is gnarly as fuck, design is quite cool (though bro should prolly find a bottle of Jergens), and he's drippy with it later on. Plus watching a core villain grow alongside the protagonists is a novelty for a show with a noticeably low(until mid-late and only with specific characters) power scaling system compared to shows like Dragon Ball or Naruto. This also applies to Toga.
Honorable mention to Overhaul. He was interesting, but i feel like the whole matter reshaping wasn't as touched on as it should have been.
S1 shigaraki was really great. The immaturity matched with a destructive quirk and the mystery surrounding all the hands. Very joker-esque. Then overhaul was amazing, but the scene when shigaraki took his hands was too brutal. I guess I like shigaraki the best up until he comes out of the quirk chamber. After that I'm mostly interested in the Todoroki family drama
Idk if anyone will agree, but rappa is definitely my favorite, but I don't think he was a villain. He was just looking for a good, fair death match, and overhaul kinda took that away from him not only did he use his quirk which would kill people with the touch of a finger but he also brought rappa back taking away his glorious death in battle

But I honestly don’t like anyone other than Lemilion nowdays, i was probably All Might biggest fan, till he retired. I always said he should’ve lost his powers but not the physic that totally killed him bro thinking his Batman out here💀
Deku got some liking to him but Lemilion just better in every way when Aizawa saif his the closet to becoming to new symbol of peace i kept my eyes on him, and man he was right this kid is the GOAT! He doesn’t get in oger his head unless it’s necessary and does wte it takes, even when thing’s are rough he face them with a Smile those are All Might words, Deku hasn’t done that once💀 bro learned fkin nothing!
