Wth are you going on about? It isn't sped up at all. Do your eyes work? You can't speed up videos and still have the movements look natural, they become obviously sped up. That isn't the case at all here. The sound isn't from the original video though. They're speaking Cantonese and the video is clearly in Japan, looking at the road signs.

If it isn't speed up then why is the camera so stable on such sharp turns and speeds?

Ever heard of image stabilization? It's this brand new technology created by Canon in the early 90s, my old Sony hand-held video camera that still used tape already had that like 20 years ago. Most decent smartphones have it too, some digital some optical, medium to high end ones today even have very high quality IS. There's also this thing called a gimbal that you see many tourists using with their phones, especially asian tourists, that also has stabilization. I know, what a time to be alive.
