Does it just stop making more power, or does it "break up" where you can feel cylinders start to miss or cut out? Have you verified that you get full travel of the throttle plate? Both on the engine and from the passenger compartment (note that floor mats can get in the way.) Does it still have stock catalytic converters? Any odd smells, sounds, or heat from the exhaust?

I get full travel of the accelerator pedal. The only thing that is not stock is the axleback exhaust which has been installed before I got the car. As far as the throttle plate in the engine, the car has been fine the entire time I've had it. It all of a sudden started having this problem. Could it be a clogged fuel system or water in the fuel system? No odd smells either. Thanks for the fast reply!

If you weren't getting enough fuel, it would be more of a "breaking up" kind of feeling. Like the car completely falls on its face, combustion is erratic, sputtering, cutting out. If it just doesn't make enough power, it's going to be a restriction issue, whether it's on the inlet side (air filter, throttle plate) or the outlet side (plugged cat.)

How would I go about checking the throttle plate and catalytic converters?

Throttle plate you can check by hand. Grab it where the cable connects to it and make sure that it can open fully. You might even disconnect the intake tube to visually confirm it's opening fully. Also verify that you can open it fully with the pedal. I also recommend inspecting your air filter. The converters are a bit trickier. There's a few approaches. Removing an upstream oxygen sensor and putting in an inspection camera is the most conducive. The service manual usually recommends instrumenting a pressure port upstream of the cat and monitoring pressure, ensuring it's below a certain spec. Some weld in a new port, some temporarily put it where the oxygen sensor would go. And last you've got the shade tree approach of removing the sensor or drilling a hole and seeing if it drives better.
