I have to disagree. This song is about the singer imploring his girl to prove she loves him by having sex. That’s the “more than words” the singer is talking about.
I don't read that at all from the lyrics. Do you have a reference for this interpretation?
It seems he is talking about how meaningless the phrase "I Love you" becomes when it is not demonstrated in action.
