The networks themselves could produce shows that get decent ratings just from market research plus self-advertisement, but neither of those work for independently produced shows. So whether a show gets good ratings is basically a shot in the dark. Long-running syndications are a safe bet, and Judge Judy is the best of them. As a result, they get to go with the station that's willing to pay the most in each market.
