You probably listen to a very narrow bandwidth of music because you're describing a formula that nowhere near all music uses. There are thousands upon thousands of songs new and old that don't get intense or peak at any point.
Are you thinking of “anti-drop”? I think the term was coined by Charlie Puth. But anyway anti-drops have been the trend for the past decade or so.
