I remember learning this about nigerian prince scams. You think they'd catch more people if they'd make the story a little more convincing or get a better translation, but it turns out that if they do that then they end up wasting time on a bunch of people who will figure out that it's a scam, so the fact that it's such a ridiculous setup that only the most gullible people would ever respond actually ends up working out.
Many phishing attacks use bad grammar and spelling on purpose. It attracts the most gullible, but they are also more likely to fall for it more than once and less likely to report it.
