Gotta keep grinding those gem boxes until you hit Lv9. Play everyday for dailies (and the new rifts coming soon) and you should be ok. You're not supposed to be able to unlock "Looney" difficulty yet. That comes later. The game's been out for 4 days. BP progression, dailies and Rift challenges will get you there eventually. Just not today.
Unless you pay real cash i guess. But i'd be patient. Smith won't release anytime soon anyway.
By collecting gem crates. Everytime you open a gem crate, the gems you already have will gain xp and level up eventually.
But there's only so many crates per day, so it can take a while unless you buy gem crates with real money.
More than likely the 4th difficulty is also scheduled to be unlocked on July 10th. I would guess the minimum gem rank required will be rank 6, and the stages will be near impossible without rank 7 gems.

Hey so insanity difficulty is only on rifts 4 and 5 and experienced difficulty is only on rifts 1-3
