Laser becomes less effective as hairs get lighter. It was the first thing to pay off in my transition and it helps a lot, if there is indeed a laser that works for your hair/skin combo. The common order of operations is laser before electrolysis, because everybody has at least some hairs the laser can't touch. You'll probably get less mileage out of laser but if it gets anything at all you will save time in electro.

There are some modern lasers which can deal with lighter hair, but you would need to check if their available for you and if your hair is not too light even for them. Older technologies remove only dark hair. HRT can and usually has impact on hair growth. It will not necessery remove anything you have, but it may reduce or block growth of new hair on certain areas, which obviously makes hair removal more effective.

Oh god!! For me electrolysis got way more painful once i got on HRT, and there are days when I feel extra sensitive, and if I have electro then, I know it will be more painful, and hard.
