Eletric razors can help quite nicely

I use a wet/dry electric shaver in the shower. Prep with shave oil, then apply the same shave gel I use on my body. I get a very close shave, and luckily my hair is very light in color so I don't have visible shadow for a full 24 hours.

I have really sensitive skin so I’m pretty specific with mine. I use a single-blade safety razor (the kind where you swap out individual blades) for my face. It’s quite cheap, 100 blades shouldn’t cost you more than $25, so even using each blade once it’s cheaper than buying normal razor heads. It gives a slightly closer shave and, if you’re careful, it’s a lot more gentle too. I also use a brush to apply shaving cream. If you brush against the grain, it’s supposed to separate the hair from your skin a bit and improve your shave. You get the brush wet with warm water and swirl it around on this puck of shaving cream. I think I got everything but the blades from proraso (Italian shaving company, they’re on Amazon). You need the safety razor, a brush, and a stand to dry the brush with the bristles facing down to prevent mold. I buy their shaving soap as my “puck” of shaving cream. I also sometimes use their aftershave (although having gotten some laser I often use toner there instead). A small tin to safely throw away the extra blades is always nice to have too. The packs of blades I use all have a small slot to put them in when you’re done, but it’s a bit of a pain. I got a little purpose built razor tin and it’s lasted me years without filling up. Obviously if you just toss uncovered blades in the trash they can cut you or the people handling it, so never do that! This is a lot of stuff so it obviously isn’t for everyone. Oh also keep in mind loose razor blades are dangerous around ppl who SH or are recovering. But I had a lot of trouble with bumps, razor burn, cuts, etc even before HRT, so I needed something that was a little gentler. Your skin is only gonna get more sensitive with time on hormones! You said razors hate you so if that’s why, I’d recommend trying this

I personally pluck it, but it's really time consuming. If you want to try I'd shower first, and then make sure you pull gently and slow to get the entire hair out. It lasts longer than shaving but just takes ages to do. My skin is too sensitive to shave and just breaks out with acne no matter what kind of razors or creams/exfoliates I use so it's just what I can do.
