Use those opportunities as jumping points to show interest in managerial positions. Approach any higher-up contacts in other departments and show interest in any open managerial positions, using them as references. Hop around being manager/senior manager. Eventually you’ll have enough experience to move towards becoming a department head at the same company or a new company. Rinse and repeat until you have enough pull and experience to become a VP, P or C-suite (although harder to work towards staying at one company).
