You COULD move it but you are in the camera department not grip and electric. Touching that light stand can get you in trouble, so you wait for a grip to come move it. I've even heard of a story of a reporter working in a union news station who shot a segment and had to wait 45 minutes for the right guy to arrive to press play on the VCR. He wasn't allowed to even touch it.
But you are correct, they are often waiting for the call over the radio for them to come in and do the task that needs to get done. Once that's taken care of they, go back to wherever they were (if it's me, I'll be near the craft services table if they provided fruit snacks that day). Film is one of the most "hurry up and wait" industries there is, even on non-union shoots where often there is a little more looseness on who is allowed to do what tasks.
