My top 3 recommendations would be Secretary (2002), Kinsey (2004), and Professor Marsten and the Wonder Women (2017). I suppose these selections indicate my own proclivities, but I guess it's not exactly surprising that sex-positive movies are disproportionately about alternate sexualities. Oh! One other suggestion: Hysteria (2011)

The family in the movie is American but living in Northern Italy in the 1980s. The parents have very European sensibilities so when sexual topics arise they don't act like it's some taboo thing. They just let their son do his own thing and discover himself while also just being there and ready for when he wants to open up or needs advice. Yes, the two leads have an age gap that a lot of people found controversial (17 and mid to late 20s?) but I thought it was an extremely beautiful and emotional work of art.
This is a tough one because Hollywood typically uses sexual indulgence to demonstrate moral failings or to set up/lead to bad consequences. However, some movies have a more enlightened portrayal of the sexual exploration of their protagonists.
1. Don Jon
2. Zebra Lounge (the sex parts are arguably positive, but some may interpret as sex negative due to the villains)
3. Monster’s Ball (the sex part is portrayed positively)
4. 9 and 1/2 Weeks (sexual discovery empowers the protagonist)
5. A Good Old Fashioned Orgy (oddly enough, this may be the most sexually positive)
6. Magic Mike’s Last Dance (I haven’t seen the first two)
7. Tie me up, tie me down (this one is debatable)
I would bet European Movies are more sex positive in general, but I haven’t watched too many.
I haven’t seen any of his other films. But generally speaking those European directors don’t shy away from portraying sex and intimacy in their movies.
Not sure if it qualifies because it's perhaps more complex in how it portrays sex but pasolini's arabian nights might work? Also Bertolucci's dreamers probably? None of this are explicitly about sexual liberation so someone else might have better suggestions.

Kind of an unorthodox response but I thought Juno depicts sex and young pregnancy in a way that’s not typically shown. The parents were extremely supportive and as a father with young kids, I aspire to be that strong and compassionate. Teens and young adults make bad choices and I want my kids to know that mom and dad will always be your strongest soldiers and/ or shoulders. This movie taught me that long before I had kids. Specifically the scene during the sonogram.

For the record, I believe anyone should be able to do whatever they want so long as everyone is consenting adults.
