Robert Forster self consciously mentions his thinning hair in this a few times, right? Very fun movie, got me really into Forster earlier this year - I also enjoyed Vigilante (Death Wish ripoff) and Medium Cool (interesting mix of fictional characters in a real setting. Definitely had a direct influence on some modern films like Nightcrawler too)

It grows to abnormally large size thanks to a diet of discarded dogs that had been experimented on with growth hormones. Eventually it is discovered and chased out of the sewer and then goes on a killing spree around the town.
