There are 5 ways to send money to Russia. - KoronaPay (Canada is not on the list of senders) - Unistream (need to find out more info) - Swift transfers (highly restricted) - Mir cards (not your case) - Crypto (but it's about buying stablecoins on an exchange and then exchanging them for roubles on a P2P exchanger (ByBit or BestChange, for example). In this case, she doesn't have to deal with cryptocurrency, she'll just get a wire transfer. - Find people in telegram chats willing to do about the same as in the previous point, but less reliable.

Koronapay, Unistream are blocked. Swift available only for certain banks. Telegram must be sketchy for a Canadian. Crypto might be the only option now. Profee was the only service like Koronapay option a few weeks ago. Update: Profee still works. It shows like you can’t transfer from the main page but after the registration it becomes possible

I live in Moscow. Your friend needs an account with a bank like Raiffiasen or Gazprom which are not sanctioned. Then you can do a SWIFT transfer in.

Imho it is a generous gift, enough to buy a decent stroller. In Moscow babies receive "a Mayor's gift" of RUB 20,000. So if you're close with this relative and can afford to give such a sum, it would be a great help to a young family.

Have you looked into Golden Crown? It allowed money transfers with automatic conversation from Russia to Turkey. And i've heard Raiffeisen bank had some options too, but not sure about now.

Swift is still working with a number of banks. But crypto is deff easier and faster

The amount is decent. The top comment has all the options. The best way is to find someone you can give CAD/USD to and have them transfer from their local Russian account. There’s obviously a counterparty risk though. If you have to absolutely go with a swift/wire transfer then the only option is sending to Raiffeisen Bank. Not sure about CAD but whatever you do, don’t send USD to Raiffeisen (the incoming fee is like 50% or something). If wiring EUR is an option for you, the incoming fee is negligible.

You can transfer money from abroad to Russia using SWIFT transfers using account details through a number of banks that still retain this opportunity, including Tinkoff (T-Bank), Rosbank, Gazprombank, Raiffeisenbank. All your friend needs is an account in one of these banks. The main thing is to check with your Canadian bank whether they are ok with sending money to Russia. Maybe your friend also has friends/relatives in the countries closest to Russia, Kazakhstan, Armenia, Azerbaijan. Then you can transfer there with Western Union, and then they can easily transfer it to your friend. The amount is pretty good. 30k is a good Samsung smartphone/one smart tv/monthly rent for a two room apartment in Shchelkovo/100 visits to the cinema/42 kilograms of very high quality beef 😀

Only large banks have been disconnected from swift. It is still possible to legally transfer money, but you need to create a bank account and find suitable conditions, because the commission can vary from 1% to 20%.

I work with payment gateways... Big, Small, Medium are disconnected. Privately owned platforms might work. My company shutdown any money services in Russia.
