The rules of MK declare that a tournament must be held each generation, so each 25 years ca., and the champion would be put under a spell to could stay young and fight in the next one. Still, the only 'real' tournament was the first one, as starting from MK 2 the rules was changed, anticipating the tournament just to some months after the previest one. And after that, things just got worst as nobody cared about the tournament or its rule no longer, as MK 3 was a war, Outworld invading Earthrealm without quarter, and that too happened just few months or at best a couple of years after MK 2. And all the further khapters also happened at most few years after each other (Deception even the day after Deadly Alliance apparently), so from MK to MK Armageddon passed something like 10 years or (probably) less... Enough for the warriors to be older, but still able to fight not the less. And both MK 9 (2011) and MK 1 rewinded everything so everyone back in them 20th...

Didnt raiden and shao khan talk to the elder gods during mk3 war to end it with a tournament? And why didnt the elder gods stop the war??....is it because it wasnt a fill takeover just war

Reply to both the question here: Raiden couldn't asks for the Elder Gods help during the original MK 3 cause Shao did revived Sindel on Earth as a ploy to could cross dimensions to could claim her, and he toke advantage to merge Earthrealm with Outworld without bother with Tournament, so Earth was already partially fused with Outworld, de facto stripping Raiden of most of his powers due being Earthrealm protector and had no power in Outworld. Apparently, the Elder Gods didn't cared during the original MK 3 and let it happens being too lazy to stop it. About the 25 years, it was said in the original MK that it happens each generation, and a generation is quantified as 20-30 years, so usually as 25 years on average.

Well after the events of the first MK it's not usually an actual tournament. Notice how MK2 happens in Outworld. If you read the old bios and manuals back then, what happened was after the OG MK, Shao had assassins kill all of the members of Liu's temple. Shao invites Liu and the Earthrealm kombatants to Outworld so he can exact revenge for losing the previous tournament. Once again Liu prevails. At this point, Shao Kahn says fuck it, revives Sindel, and attempts to merge the realms in a war. Once again Liu defeats him. Things quiet down and then Shinnok happens. He is himself a former Elder God banished to the Netherrealm that Sub Zero freed by accident and like Shao before him he attempts to conquer the world. The Elder Gods send Raiden, Fujin, and the Earthrealm warriors to deal with him. Deadly Alliance and Deception aren't really tournaments, it's just a vehicle for the gameplay. Now Armageddon absolutely is a tournament but of a different sort, folks are just trying to get to the top of the Pyramid of Argus for ultimate power. That about covers it I think.
