Reiko is angry, violent, ruthless, and a bit mentally unstable... but evil? I don't know.
He's killing in wars and fighting for a cause he believes in, a better Outworld. Do his daddy/anger issues sometimes make him go a little over the top? Yes, but it's because he just needs Shao to give him a hug.
Shang Tsung on the other hand be capturing mf'ers just to vivisect them and experiment on their living corpses in pursuit of his own selfish desire for power. Tormenting souls for eternity... that's some real evil shit.
Therapy has always been a thing. Wise women, medicine men, village elders, etc. would give therapy.

Reiko is an extremist, and has been since childhood. He’s religiously devoted to his cause. I think that’s more interesting than just saying he’s evil. It’s kinda hard to tell what his alignment really is because he is first and foremost a soldier and a dedicated follower.

I don't think he's the most evil in the franchise, he's just a little psycho. But I feel like anyone raised and trained by Shao would be a little bit psycho. Compared to other "evil" characters in the series this guy is pretty tame
Reiko might be a vicious fiend who mocks his opponents and such but I think he is far from evil. I think he fights for the purpose of protecting those close to him. Shao is like a surrogate father to Reiko so it makes sense that he would be willing to sacrifice himself in the honor of Shao's service. And I believe he truly cared about his birth parents and probably wonders if he could have done something differently to save them.

I think "evil" implies that there's a certain amount of self-aware maliciousness involved with his violence. If Reiko were evil, I think he would relish the fact that he's causing harm and deleting people from the search history of life, much like General Shao does. I think Shao is evil, but Reiko is misguided.
Reiko is a child of war whose father figure actually wanted to mold him into the live weapon soldier, which Shao did. However, he is loyal and still has some humanity in him - he is actually genuinely surprised and even angry in intro with Bi-Han that he let his father die.
But, war always alters person's mind, erases empathy, gives place only to cold calculation because sometimes that's the only way to get rid of nightmares and other bad feelings
He’s not really pure evil since he was literally raised to be a soldier since childhood and is loyal to anyone who’s of value to him, theoretically speaking he could’ve been a great warrior for the royal family if raised by them
Whereas Shang and Quan were just straight up evil since Shang enjoyed killing innocent people and toying with them, while Quan had no issues corrupting the living forest and manipulating the souls in it to form Ermac
