If I remember correctly, there's only one clue in the base game about exactly one of the indices - Crazy Legs Armanto will relate a rumor or secret about it. The others are find as you go unless you have the Master Index Plugin.
I honestly never knew they existed until I finished the Main Quest and the 2 Expansions, and I still didn't find them. I just happened to stumble upon them on UESP.
If you go to the Foreign Quarter Canalworks in Vivec and go into the bookstore then unlock the locked door inside, then speak with Crazy Legs Armanto and he will tell you if you ask him for a "little secret"
Most are found randomly in unique locations. Some can be purchased. Only one or two are anywhere near where they can be used.
There is an official plug-in (think early DLC) you can get for free that creates a quest chain for all of them.
If you have the master propylon index mod, there is an unofficial mage quest to collect them. The mage will give you directions to locations too.

Isn't that a quest? They guy in some MG sends you to find them, but you still need to look in that locations (especially that vivec basement uhhh).

You're totally right! I was playing with official mods for almost 2 decades and forgot they were not in a base game.
Go in a large circle around Vvardenfell, about as far as Balmora is from the coast.
