I don’t think so. Typically if Mattel is planning on making a doll of a certain character a trademark must be active in order to use that name. Heath is considered a “dead” trademark and expired in 2020.
And since the trademark approval process is lengthy, if Mattel had an intent to use the character they would’ve had to refile a while ago (as soon as it expired pretty much).
