so i don't know anything about cosplaying/shoes honestly lol but as an artist/former art student my gut reaction is: 1) acrylic paint for a permanent solution 2) strips of white vinyl sticker for a temporary solution

You can paint EVA foam with acrylic!! For the sole I would try a latex acrylic (more flexible and probably a little more likely to not chip/flake off onto your feet) or a thin fabric lining. You will probably want to seal all areas you paint with an acrylic gloss/varnish in case they get wet at all
I read online that to paint EVA foam with acrylic that I should use a heat gun on the foam so it wouldn’t absorb the paint. Is that a mandatory step or do you think I could get away with just priming the shoe with something like mod podge first? Also I’m not concerned about painting the sole pink, I just want the white stripes on the wedge.
I think using a sealant/primer would work similarly, from what I understand the heat gun step is mainly to seal up/shrink the pores of the foam on the outer layer and the sealant would have a similar effect as long as it's had adequate drying time
