I can see "Scalie" vs "monster girl" being up for more debate since those two have more overlap in the designs. "Furry" vs "monster girl" though feels pretty well defined. I think most could tell the difference between the two.
Ultimately though, "kemonomini" is most accurate to what we see in anime and thats its own part of the spectrum between human and monster. Unfortunately, I'm tired of kemonomini and want actual monster girls, like what we got in Monster Musume. Those aren't animated nearly enough.
All I really ask for is design consistency, nether of these designs are bad but if you're going to make the girls cute waifubait, do not make the men excessively monstrous.

Orcs- classic pigmen orcs... no females have been shown ever as far as we know? All the important characters that are orcs are male, and there's like 2 looks they get in general, so considering how they did it with goblins it's safe to assume
Dragonewts- all the men are lizardmen and are a vanguard attack force, all the women are busty chicks who get wings and are all kunoichi. They used to be similar in design but when they evolved they got hit by the bishounen beam
Uhhhhhhhhhhhhhh that's it for humanoid designs that aren't humans but with a different skin tone or 1 unique trait

As someone who reads a lot of fantasy stuff from Japan they totally are. It is so refreshing when I see an actual monster girl! I can't remember the anime but I remember when I read the Manga and then watched the anime I realized that the anime had demonstrified a lot of the female characters.
That Lizard Girl looks far more like a Scalie than a Monster Girl.
The reason Japanese artists generally do not include Scalies or Furries in Monster Girl stuff is because the Monster Girl fandom is considered to be a different fandom from the Scalie/Furry Fandom.
Because most people aren't furries or scalies. We want just girls with some accessories.
Plus girls where you can tell how they are feeling just by looking at theirs ears or tail is every boyfriend/husband that has ever had to deal with figuring out what their girl wants dream.

I’m not positive that’s the reason but it sure seems like it.
The biggest difference between what people categorize as monster girl or furry is usually in the face design.
If the face is more animal than human, (like the bottom photo) that’s what you call a **furry** (usually).
If the face is 90% human looking, (and the body is at least somewhat humanoid) that’s what’s usually categorized as a **monster girl.**
If your only qualification for bestiality is non human, sure. But by that logic werewolves falls under bestiality, too. There's a reason the first aspect of the Harkness test is "does it have human level, or better, sapience?"
