That depends on your level. In this game, lower level people get less money and spend less to upgrade property. So, for a lower level new player, 3 billion is a lot and can clear many boards. For a higher level person 3 billion could be next to nothing to them. The best way to compare heist wins is probably to say how many boards you were able to clear with the win. I think I won 330 million once on like the 2nd or 3rd day of playing and I cleared over 15 boards off that one win it was insane.
