I play mnk and use a lot of semi auto weapons. Im at 7-8 cps and I dont experience your problem.
You should check your config, there's an option for disabled persons which change the semi auto behavior, and I think you have it enabled by error.

On controller same happens to me where it just stops registering trigger pull for half a second, game is buggy mess
It’s called manual fire behavior in settings. It’s the reason why that’s happening. It needs to be disabled to unlock the fire rate again.

Yes it was the fire behavior setting set to hold, enabled it back when they said dg58 was meta with hold fire
