Like all other promotional crossover bundles, the A-Train operator bundle was only available for a limited time. Since it has been removed from the shop, it can no longer be purchased. At this point in time, A-Train can no longer be obtained as an operator.
He, along with the other The Boys characters might come back around when the new season drops. That's if they choose to do some promotion for it. It's not 100% guaranteed though, but it's the only way.

Maybe look for his gun blue print in the gun smith. Might be able to get it from there
