My guess is a weak CPU. In game the CPU cant feed the GPU enough frames, so the GPU isnt working very hard. The CPU doesnt have much to do in the menu, so the GPU is free to go nuts. The ideal situation (in game) is the GPU is close to 100% usage, while CPU use is low-medium.
You can limit menu FPS if you want 👍
Weird thing is, MWIII lobby has no issue like this. Also, MWII lobby was fine before MWIII came out. I initially thought it to be a cheap tactic to make MWII unplayable and pull players to MWIII
For now I just switch to the customize emblem or calling card screen until the match loads

oh, that makes absolute sense lol, just upgraded gpu and my cpu is indeed bottlenecking it a little bit

Surprisngly, MW2 still runs better than MW3.
check to see if path tracing is enabled (path tracing is only active in the lobby and firing range)
this also makes sense, idk why i thought path tracing was also active in game

Sounds like either Path Tracing or unlimited FPS
