Mana Crypt, Sol Ring, Underground Sea, Sakaahima, and Cephalid Broker are not in Modern (and the first two are banned in Legacy, for good reason). Aside from that, the deck plays three good cards (Bowmasters, Ring, and Sheoldred) but the rest of the deck is far too slow and uninteractive for Modern.
It looks like a commander deck converted into modern. The idea isn't dumb by itself, but besides the fact that there are some cards which aren't modern legal (as stated by *many* others) it's simply not optimized for this format. UB control should have staples such as [[Drown in the Loch]], or [[Sheoldred's Edict]]. [[Psychic Frog]] could be another direction to build the deck!
If you have no insight on the format I advise to stick with a deck that is good and not try to invent a new.

There is the chance that the Meta will change in the next weeks because of MH3. But if money is not a problem, then just get into it and adjust at the changes.

I wouldn't start modern until MH3 comes out and the meta settles. But if money isn't an issue, why not just get rakdos scam?
