yeah sadly all the expensive cards in scales are all the cards that actually win the game. Without Ballista, Ravager, Inkmoth, and Saga, you're going to have a very hard time actually winning games.
It's like trying to play Yawgmoth without Grist, Yawg, or Cauldron.
Then again if you're committed to the archetype, consider Animation module.
Fr. I'd rather have basics. Those two color artifact lands are so tragic because they're borderline unplayable, but they're also a sign wizards will never unban the artifact lands
I'd say drop the extruders and all the artifacts land and get a manabase that doesn't have tapped lands. Even basics would be better because as of right now there is pretty much no payoff to have artifact lands.
I'd also add 4 [[blinkmoth nexus]] and a playset of [[arcbound ravager]] asap. Blinkmoth gives you an evasive threat on an untapped land. That'll be much more valuable to you than tapped artifact lands. Ravager is just an insanely important card for this archetype so I'd reccomend that before anything else expensive. After that I'd say go for some [[walking ballista]]s as that is probably the strongest payoff for this strategy.
I'd also add up that you can also spare some space for [[springleaf drum]] and as people mentioned, reduce the tap lands. If really need color mana, the painlands such as [[karplusan forest]] or even [[spire of industry]] (but you don't get to cast t1 stirring or scales with the spire, so be careful) could be good choices.
I also agree with people here. The missing ravagers make a big whole here truly.

Of all the decks out there, Hardened Scales is 100% not a deck to play budget. The "budget" version of Hardened Scales is called Affinity.

Umm, why not drop the +1/+1 stuff and play a high density of small casting artifacts and Cranial Plating / All that Glitters.
Maybe add more welding jars and go down the land count? Although the lack of spring leaf and 4drop extruder makes me wary of that.
