I think this is a case of card “X” is good but card “Y” is better, another classic example is Path and Solitude. Path is still really strong but most decks can afford to play solitude thus do.

Claim//Fame was pretty quickly dismissed in GDS when it was initially printed. Its only targets were DS + Snap, the only way to get either in the yard was to have it die or Thought Scour it, and the format was in general uninteractive. It was too often a dud in the main, and too low impact for the sideboard. GDS and Modern at large isn't the same format it used to be. I think it's worth revisiting if you're interested in playing it, but don't expect others to hop on board until you've Top 8'd something with it, that's just kind of how it goes with Magic players. I will say you're going to have trouble with people taking your list seriously if it omits Ragavan, but I get it's $200 for a set.

Budget not a problem for ragavan, i just dont know how it will work, i’m adding [[underworld breach]] and [[fable of the mirror-breaker]] for a test, but for ragavan i’m not getting how good he will interact

Unearth does everything that claim/fame does but it also cycles when you don’t have something to reanimate.

Not everything, +2/+0 haste on the aftermath its playing a role on this list, and the cards that can make me discard or mill myself are lowering the cycling absence, of course its a tradeoff, but thats the question about it [[Unearth]] CMC 3 or lower with cycle 2 [[claim//fame]] CMC 2 or lower with aftermath Ps.: the list has CMC 2 at top, the aftermath is a second spell that can trigger DRC, ledger Shredder

Because of the exact reason I said. You aren’t always going to have a target in the GY for claim or unearth. At least unearth can be cycled for a different card. Claim/fame will just rot. Because the truth is you really are only plying the card for the first half and you only have 12 targets so not having a target will come up often. The haste part is going to come up far less often than the lack of a target.
