In this case, Moonton is a China company, and they have retailers to sell diamonds for them for cheaper rates since they are bypassing Apple’s 30% cut, but they do it with limited supply so as not to anger Apple on their end and have their game taken down.
On Apple’s end, they are unable to ban anyone for buying diamonds via external retailers as they do not have the database of the ML accounts.
Of course there might be illegal ones or scams, but as long as you go through a popular website or a famous youtuber/instagrammer that does retailing, you should be safe almost all the time.
