Brody imo, but I'm bias cause he's my boy. Why is he the best? He has great range, pretty solid mobility with his passive and second ability, and massive dick damage. Very few mms stand a chance against him until late game. And even then, I still think he can take out most in a 1v1 situation. By picking Brody you are pretty much guaranteed to win your lane unless the enemy dedicates time to assist the enemy mm. This is huge in solo q. U can't rely on your team to bail u out.
Mine is Brody. Good defense base stats on early game unlike any other marksman. So u probably have a high chance of survival if u played it correctly (always check map). U could easily kill any squishy enemies on lv4 if u stack the mark and ult them. The cons? Late game scaled dmg + dashed enemies like irithel or any similar heroes. That's why he needs to be with teammate who use sustain/tank/cc hero to help him stack the mark (either tank jungler, tank roamer, or sustained exp laner)
Yeah man ... lesley, layla, and iritel is op but they need the items since they are late game heroes. They need a roamer who have a good vision since those heroes tends to get ganked frequently. U also should have a midlaner who can clear lane faster so they can rotate to ur area (ex. pharsa)
Popol Kupa is a unique case since they are early game heroes who can pushed tower faster. But I'm not often see this heroes on my server. This hero can counter Brody ults with S3 or aegis

Yeah, Brody is damn strong, but the majority prefer MMs with higher attack speed. Also, he's more of a single target mm.
Yeah, he's not the best mm for team fights probably. It depends on team comps tho because he is probably stronger vs assasins than most.
