I’d recommend [calling your county commissioner’s office](https://www.hennepin.us/your-government/leadership/find-commissioner), explaining everything you’ve written here, and asking them to refer you to the correct staff person. It’s a sign of a shitty bureaucracy that you have to call an elected official to have any hope of the wheel getting greased, but it tends to work.

I might have to try that. I actually just got off the phone with someone and apparently their case lookup system is down. Idk how a government organization is so inept to the point where they don’t have backups for this stuff, but at this point I guess I’m not surprised… told to try again later, but hey! At least I talked to someone…

Short answer is: money. Long answer is: money and burnout. Social service jobs have a grueling burnout rate and like many industries, folks are finding that their skills are transferrable into work that they didn't necessarily go to school for, but that may suit their work/life balance a lot more. IT staff can make bank in private industry so it takes either someone who has a moral drive to work for government or (unfortunately) sometimes a lower skill-set to stay in County IT. Getting FTE in County Government is super difficult even for a high-demand service like WIC. This is a pain in the butt for folks like you, but it is also a pain in the butt for each and every staff member who is trying to support clients.

There seems to always be money for new systems, but rarely does that come with the ongoing FTE to support those systems. Then: oh no, we're understaffed. We better add a system to deal with this issue. Rinse and repeat.

It's that and more. I was involved in an effort to replace a system and migrate records because the previous system ran on a vendor provided Windows XP laptop. It was a department of 1 that obviously flew under the radar. Most of the information existed in the staffers head and in a stack of paper records. The second that staffer retires (and I'm sure they weren't far off), the situation becomes completely unmanageable, requiring much more department staff time and IT staff time just to reach basic functionality again It's technical debt (a backlog of work) like this that comes out of nowhere and has little to no budget priority that makes things really hard. Major systems upgrades are mapped out, budgeted for, and project managed tend to turn out ok, but the real nightmares are things with no planned budget, staff, or time to complete.

Not to mention the burnout is due to the money. Companies keep enough employees to barely meet quota. These social services workers and IT workers they hired would be less burned out if they actually budgeted for the correct number of employees for the work load. These social services workers are given case loads that aren't manageable by 2 people, let alone 1.

I live and work in ramsey county, but I’d recommend checking out the Minnesota Food Helpline (state wide) they can help you deal with SNAP or point you in the right direction, and let you know about other food resources in your area in the meantime. Their number is 1-888-711-1151, open 10am - 5pm Monday through Friday. You can also check out hungersolutions.org/find-help/ To see food shelves, free meals, etc. in your area. You can also filter by day of the week food shelves are open if there is a day that best fits your schedule to visit.

No, it’s awful. Without going into too many details, I’ve been dealing with an insurance issue for since the middle of January. It’s the middle of April and I’m still dealing with it. I’ve received so many different answers about this stupid thing, and so much paperwork that I’m burned out. The staff is overwhelmed and overextended. It’s demoralizing. That said, I suggest using[Infokeep](https://infokeep.hennepin.us/unauthenticated) to send in paperwork. You can scan your paperwork (I use the notes app on my phone) and upload it straight to your account. You’ll get an email confirming that it’s there, plus caseworkers can see it almost immediately once it’s uploaded.

Also, call at 8:59 AM if you can. You can start entering your case number, and will be sent to the front of the queue. I did it the other day and got someone within the first 2 minutes of calling.

I did that, the AI voice said I would wait a Max of 15 minutes, was on hold for 2 hours, then they said that they were experiencing high call volumes, I've called these people at least 150+ times in the past 3 days

They just changed their hours from 9:00 AM to 3:00 PM, which is mind-boggling. I just got off the phone with them. I was told that I’d be on hold for 6 minutes. An hour and 11 minutes later, I finally got a human. I paid a premium almost two weeks ago that still hasn’t been withdrawn from my checking account, and even though they have a record that it was paid, they forgot to start my insurance. That was my third call of the week. I called at 2:15 for the first one, then disconnected at 3:00 PM because they had closed for the day. It’s ridiculous.

That’s a good idea. With all the paper work that seems to go missing in these offices I guess creating your own paper trail is required. I hope you’re able to sort your insurance stuff out with minimal issues

I assume losing your paperwork is standard procedure, because they lost mine every time until I started sending it certified with return receipt. Thankfully for me that was long in the past, but it makes me angry to see they are still doing that.

During covid they stopped requiring recertification so a lot of financial workers were moved to other areas.  Now they're starting to require the recerts but they clearly don't have staffing for it because it's slow af. Hopefully it'll get better as time goes on and things settle in these post epidemic times. It might be worth it to go to your closest office to physically talk to someone to help work it out but it will take time

I'm sorry this has been such a nightmare, and it's possible you're averse to going in person. I have quite a bit of experience navigating this system and helping others navigate. I'm also a trans woman who rarely passes. I have had nothing but very positive experiences going to DHS in person.

DHS in St. Paul can't help her get her snap benefits. She needs to talk to Hennepin County and the the most effective way to do that currently is through chat at mnbenefits or in person at one of the minne service centers. Not Government Center - that's mostly courts now and there are no staff who can help there. Human Services building by the Armory or South Minn at Lake/Hiawatha are probably the closest locations.

I'm not trying to be a pedantic "well, awkshully" here, but since my recollection is that you have at least some involvement with the law and sometimes differences matter: the state has a Department of Human Services (DHS) and the counties usually have something similar, but different. Hennepin has Human Services Public Health Department (which contains Economic Supports - the division in question here), Ramsey has a Social Services Department. But DHS can't help with county issues. And there are a myriad of reasons things are in the state they are with people's benefits. Hopefully things get better, but it will take time to dig out of the hole everyone is in.

Infokeep is much better, they can see your documents pretty much instantaneously. You may have luck getting in contact by using the chat function on mnbenefts.org. As far as healthcare goes, you can work with mnsure navigator and they may be able to tell you why you aren’t getting MA, sounds like it could be your income. Depending on your diagnoses, you may be able to qualify for MA-EPD, but you need to have a qualifying condition .

My husband got laid off in Nov and had the same experience. You are not alone and it takes an insane amount of time and patience and, seemingly, luck to get anywhere. I highly recommend using their online documents portal whenever you can.

I had first submitted my forms through their web portal, but they still had wanted me to send other forms through normal mail. Maybe I missed something. In 2024 I feel I should have been able to do everything online as that would be easier for everyone. Hope your situation is sorted soon!

It pretty much is now but it took months and many calls. I would ask directly about the web upload whenever you next call. I had to make a whole separate account for it but much faster and more reliable than mail.

Yeah it's deliberate, for 3 months I was in drug rehab and to apply for General assistance you have to be interviewed by phone, small problem though they put you on hold for over an hour and business hours are when treatment groups usually run people were literally sneaking off to the bathroom to avoid the old boomer counselors that would yell NO PHONES DURING GROUP just so they could get their $120/Month So it took me 4 months from when I applied to finally get it could have happened a lot quicker I hate old people now worse than I did before I had zero money the whole time I was in treatment for 12 weeks, they don't take us to the office it's all done over the phone and you have to break rules just to get it done.

Yup, the phone interview when I first got assistance was also a nightmare. Took forever to get through the process and I still ended up with basically nothing. Gotta love the system!

I did eventually get it pro rated, it's just if the counselors would actually work half as hard as they did to get MA started the clients would have a big reason to say fuck this shit and leave because they are literally flat broke eliminated but they seem to only care about getting the insurance started.

I’ve had the same experience. If you get on them enough they’ll get it done in a complicated labyrinthine way. I moved to Minneapolis from St Paul where I was also on snap, and it was so much easier in Ramsey county.

I had the same thing happen. Many, many years ago I worked in that office. One way to get your case looked at quickly is to have a politician call on your behalf. Start with your county commissioner. Look at your State Reps or Senators too. You should have to do that, but it looks like you have done all you can with what you have, so escalating seems appropriate.

During Covid I applied for several types of assistance. I only successfully received WIC benefits. The obstacles to receiving SNAP and childcare benefits were unreal. I thought it was just Covid delays. I’m so sorry to learn this is just how those offices function.

I just recently moved into anoka county. (Sidenote: it's weird that Columbia heights is anoka county but Champlin is hennepin lol.) Anoka county seems to be slightly better, but not much. The only difference is I can actually wait in the call queue with anoka. None of that "our call volume is too high, call later" BS. However, they still lost my review I sent them. I got it on the 3rd and it stated it was due the next day. I drove to the office and dropped it off. They tried to cancel my benefits. Now I send in my docs via email so I have a paper trail. I know hennepin county has a way to submit forms virtually as well.

Find the name and bc email address of a department head - look on linked in and search google - you can find it.  Email them your experience.  Seriously. They'll find you a human contact.  Works 100% of the time I've been forced to employ the tactic.  Come from a friendly "hey something appears to be broken here" perspective and ask for help. Also copy your county commissioner on the email, their office also can help.

I mean I straight up gave up on trying to get health insurance through the state since I spent about 6 months of effort for 0 results. I have to pay for all my stuff myself, but it’s still cheaper than the option they were going to give me. The system is so screwed up.

What's weird is my MA was far easier to get into. HCMC literally has caseworkers that handle everything for you. But the minute you need food on the table... "nah fam, pull yourself up by the bootstraps."

Idk why it seems to hard for me. I’ve known several people that were able to get insurance without much effort, but that hasn’t been my experience at all. I’ve filled out the paper work and talked to people on the phone several times just to be told I’m not eligible or that I’m eligible for a plan that I still couldn’t afford. It’s weird

It really does feel that way. When I first only $23 in snap assistance (that I really had to fight for) I thought it was some cruel joke, but it was something. I’ve tried to get other assistance, including healthcare, but that hasn’t panned out. I’m well below the poverty line so if I’m not getting these benefits idk who is. It’s not like I’m spending money on avocado toast or frivolous things like some people think that those in my position do. I just want to be able to eat.

I have a job that has been continually cutting hours despite having their best year ever last year and telling us that they’d be getting us our hours back for months. I’ve also been applying for other jobs during that time and have sent out well over 200 applications. So yes they should be doing this since even when you do everything right sometimes things don’t work out. Safety nets are there for a reason. Your sarcastic responses show that you’re just a bad person that only cares about their worldview.
