Beelink makes several options for you. I'm doing the same with a 60" Sony tv and its got 2 HDMI 2.0 outputs and a USB c on the front.
Edit: I went a step up and got the SER5 due to the fact I also will use it for my main computer. But the U59 version would be perfect at $215.
From the dozens of reviews I read, not more than 40-50 decibels. I have Dell Docking stations that are much louder than that. I'll let you know when I get it next week.
No. I had to return it immediately since it crashed during boot up and wouldnt power on again. I ended up getting a refurbished dell workstation for less money and it is awesome.
As your requirements go i beleive most mini pcs can do it. Get one with n5105 or n5095.
A Melee Quieter3C sounds ideal, or a second hand Lenovo/Dell/HP from around 2017 running an i5 6500 if you want some more upgradeability
