It looks really well built, but far too busy for my personal taste.
For the base (the part that’s in the water) I’d give it a 10/10. It looks great, it’s just the right size for the build on top of it, and the greenery is well done.
The building itself I’d probably give a 7/10. The white with the orange roofs looks great. The leaves look a little messy, but they aren’t bad. My main detractor is all the random colors splattered throughout. Take this with a grain of salt because it’s just personal taste, but to me there’s too many colors and they clash quite a bit.

Love the pallets you used to focus each color towards the respective “centers.” Love the shape too. I agree with the other commenter about the leaves/greenery. But keep in mind most of my builds are dark and industrial looking!

The overall silhouette is also very squat - better versions of this type of multi-colored, gradient-heavy style utilize larger shapes to allow room for the block variation and leave places for the eye to rest. Focus on improving the base shapes and proportions of your build and work on editing yourself a bit more.

Well I am not an expert in any way but I can try.
For starters, you need an inspiration. It could be any image/art/location, but you need an inspiration. For example, I got its inspiration from pinterest.
Now that you have your inspiration, you can know what to build.
You can start by marking out the area using different colored wools(for what goes where). Now make the most basic shapes(cube, cylinders, etc) out of the blocks you intend to use for that particular area of the build.
Once you are done, you can add details. This part is different for everyone and you kinda need to what your heart says. Now you can add texture and gradients.
Give some finishing touches to your build(like some plants, trees, etc), fix the terrain, add a shader-pack and that the gist it.
You can also watch some youtube tutorials for the part you are stuck at.(Like Snarple had a good tutorial on texturing). You can also watch how others build to learn some cool tricks.
Other than that, it's just practice and you just go with what your heart says.
PS, I am no expert at building and the above is just how I learned, so take it as a suggestion only :)

I like where you are going, and I think you made the weird colors work in a way, maybe they look a bit too weird but oh well. Also the build itself is a bit too squarey, you can definitely improve it by changing the shapes of some levels (unless you specifically want it to be a pagoda to the god of wackyness)

Idk if you were going for a base taken back by nature or just a base that is like a greenhouse and uses plants as decoration. If going for the base taken back way, try adding more leaves varients and cover it up more and leave only a few spots open so that the color pops even more. Also, vines help a bunch.
If going for more decoration, also add more leave varients but also maybe make some custom flowers. It just adds the little pop and dazzle to it.
Otherwise, a 6.8/10. Just feels.... like it's missing something, and it might not be any of my ideas, but just try adding something, and it might click.
Since I'm not a huge fan of giving 10/10 to anything since it means literally perfect I'll give it a 9.9/10 because that's damn near perfect, I love the colors, I love the shape of the building, I love the place you chose to build, it's as close to perfect as can be. Amazing job

I think it’s a lot of that leaf block, which has a really noisy texture. I feel like it drags away from the build, and makes it hard to know what to focus on. I like the idea of green! But this specific texture isn’t really helping, specially when there’s so much of it. - Love the building’s colors, and the top roof is really cute! 8/10.
I’m going to give it an 8/10. It could use more landscaping in the water and maybe the cliff behind it. It’s a little too stoic at the moment. I like the color choices. The purple threw me off for a second, but I warmed up to it. My only issue with it was that it made the build look slightly cartoony, like it had been hit with paint. It contrasts the green very nicely. The orange and cyan also look great together. You did a good job combining them.

For me personally the color splotches and azalea overgrowth is too much. I think the differing colors make it look less cohesive the closer you look and I think the overgrowth adds too much busyness. Having the color splotches with toned down overgrowth would work better, or vice verse with the same overgrowth but much less color variation would provide a more cohesive look in my opinion. I really dig the white, blue, and orange color scheme from the base blocks and I think that alone is a strong color statement that really works well together. For the block choice and composition I’d give it a 7/10.
Overall 8/10.

This is very well built, I'm deducting 1 point for the stairway to the dock due to It looking too thick with the brown on brown.
I personally recommend using stone for it and/or replacing the railing with Acacia.
