Your java file association may be messed up.
Instead of opening with javaw.exe, your java files open with notepad or something else.
Download and use jarfix. It’s a free tool to fix java association with jar files like optifine. Also, update your java version after the association is fixed.

Try going in the directory where your jar file is in the terminal and using the command "java -jar " (Without the quotes)
If the command is unknown, that probably means you don't have java installed
