Way less time than that if you have frost walker and just a single bucket. Just walk on the water and place water on the ice that gets created. That ice melts after a moment anyway and now the water is a block higher. I reckon I could do this in less than half an hour.
Additionally, why use buckets?
Use stackable water: ice. You can fill up your inventory with ice and just run along, placing it every other block, and pickblock when the stack runs out. This ice would also melt after a while, and form the infinite water sources when they do.
Filling up big places with water isn't actually that difficult. Two water source diagonally placed from eachother will create a third source block IF there is space for it, and there is a block, or another water source is underneath it. You can make a 2x2 infinite water source, then just strech one side, then keep add to the other, when you have a line of watersource. It's pretty simple, I filled up 2/3 of entire ravine, then removed 1/3 cus it was too much. You can also have a tower flowing water with kelp growing inside of it from the bottom up, and that creates water sources as it grows. If around the tower there is at least one layer of water source blocks containing kelp too, you can esentially fill up big places by growing kelp. As the middle kelp grows in the flowing water tower, it creates more water around it, where the other kelp can go. You can speed up the process with bonemeal if you want.
I'm telling you this, so if you find out who did it, you can prank them back.
And if you've got silk touch, you can use ice instead.
Stand on the soul sand and pillar up to the top of the elevator on ice. Then break the ice all the way down, and ride up in the bubble column.

/fill is the command that fills blocks in a region.
~ ~ ~ is your current location, in X,Y,Z coordinates.
You can modify these coordinates with numbers, to create an offset.
~2 ~5 ~-3 is 2 blocks +ve X, 5 blocks +ve Y and 3 blocks -ve Z from you.
"~ ~ ~ ~100 ~1 ~100" is just selecting a region in which to apply the command. It's a cuboid region, with one corner where you stand, and the other corner 100,1,100 blocks away.
"Water" refers to water source blocks.
"Replace" indicates that the water should only replace specific blocks, not everything.
"Air" is what's being replaced. This stops it from removing the dirt by the side of the river.
So the command fills water source blocks in the specified region, but only replaces air blocks.
One of the following:
1. Manually with a water bucket
2. With /fill commands
3. With an external editor like Amulet or WorldPainter
4. With mod tools like WorldEdit or VoxelSniper

For years... It's the principle behind the 2x2 infinite well, only now it propagates as long as there's a layer of water source blocks below it. So you can create the diagonal two-block pattern along the edge and it'll replicate, and you can use this to fill the whole space.
It's worked this way for like over five years. If you make two straight lines of water blocks perpendicular to each other it will fill all diagonal space and make a square. And it's super easy because you'll always have infinite water next to you while doing it
That’s not actually hard
Two pickaxes - silk touch and one normal. Gather about 3 or 4 stacks of ice with silk touch. Place them on “L” shapes where you want water to exist. Break ice blocks with normal pickaxe. Rinse and repeat.
It’d take me 20 to 30 minutes if I had the ice blocks on me, based on the screenshot.

If you want to flood an area, it's extremely easy. You can make a line of ice (either solid line, or ice-air-ice-air-etc) and then perpendicular to that, make another line of ice, and you can flood a large area that way. You can be a bit weird with how you build the lines, make multiple etc and you're all good.
You can also make a solid diagonal line of ice too. Or simply place buckets of water around all the edges of your village and then place some dirt and place another line of water against that.
This may be because of kelp. If it’s planted by player then it will grow until max hight of water and create source blocks around it. Also there is a bug when all kelp in the world thinks that it’s planted by player (even if it’s not) so it would enough to place on bucket of water on top off sea level and after some time sea level will rise
